Auction Sales Act, 1989 (PNDCL 230)
section 13(1): (1) Except as otherwise provided in this section, a licence granted under this Act shall not authorise a person to deal in or sell, on account of or for the benefit of that person or of any other person, any spirits the sale of which a licence is required by law, except on premises in respect of which the owner of the spirits has taken out a proper licence for the sale of the spirits which is in force at the time of the sale.
