Minerals and Mining (Licensing) Regulations 2012 (LI 2176)

Regulation 38

(1) A holder of a reconnaissance  licence may, not later than ninety days before the expiration  of the licence, apply to the Commission,  as set out in Form  Thirteen  of the First  Schedule  for the division  of the area which is the subject matter  of the licence into several sub-areas.
(2)  The application  shall include
(a) a certified copy of the reconnaissance  licence;
(b) the number  of blocks and the cadastral  co-ordinates  delineating the area to be divided, and the divisions being sought;
(c)  particulars of the qualifications and experience of the managers and other members of the technical teams in respect of each of the divisions  being  sought;
(d) work programmes in respect of each  of the divisions being sought, describing the type and  scope  of the  work  to be conducted, including the minerals to be reconnoitered  and the expenditure  on reconnaissance;
(e)  particulars of the financial resources  available to the applicant for the proposed  reconnaissance   operations  in respect of each  of the divisions being sought;  and
(f)  evidence  of payment  of the applicable  fees.

Procedure to Follow


Submit Your Application
Once you have filled and gathered all the required documents you will have to submit it at the district office.
It takes 5 days to review the application. The next 5 days is for notification of errors.
Submission To Mineral Titles Department (MTD)
10 days after registration, the district office shall submit the application to MTD.
MTD review the application in 10 days and records it in the priority register 
MTD Publishes In The Gazette
15 days after recording, MTD publishes in the gazette, notify chiefs, traditional authorities etc. through the Commission's District Offices. 
Application Dossier
Within
ten (10) days after publication, District Office shall submit application dossier to MTD for appropriate recommendation to Minister
Minister Takes Decision
Once you have completed these steps you are ready to start your business.
You need to renew your license every three (3) years.
Approval / Rejected
21 days notification to applicant and Fees payable if approved.
Reasons are given if rejected. 
Applicable Fees
Within 60 days, applicant pays applicable fees and gives notice of acceptance of the grant to Minister and Commission in writing. 
License
Minister on proof of payment of applicable fees, issues licence to applicant within 30 days after the date of acceptance of the grant....
