Minerals and Mining (Licensing) Regulations 2012 (LI 2176)

Regulation 50
(1) A holder  of reconnaissance  licences which  cover contiguous blocks  may,  for efficient  and  economic management  of  the  holder's operations,  apply to the Commission  as set out in Form  Fifteen  of the First Schedule for a merger of all or part of the reconnaissance  licences, if the entire merged area does not exceed five thousand  blocks.
(2) The application for merger shall be made not  less than  one hundred  and fifty days before the expiration  of the licences to be merged.
(3) The application shall
(a) include certified copies of the reconnaissance  licences to be merged;
(b) specify the number  of blocks and the cadastral  co-ordinates delineating  the area proposed  to be merged;
(c)  state the particulars  of the qualifications and experience of the manager  and  other  members  of the technical  team  in respect of work to be carried out on the area proposed  to be merged;
(d) contain  detailed  information on the work  programme in respect  of the proposed  merged area, describing the type and scope of the work to be conducted, including the minerals to be reconnoitred  and the expenditure  on reconnaissance;
(e) provide the particulars  of the financial  resources  available to the applicant  for the proposed reconnaissance operations in  respect of the proposed  merged  area; and
(f) provide evidence  of payment  of the applicable  fees.

Procedure to Follow


Submit Your Application
Once you have filled and gathered all the required documents you will have to submit it at the district office.
It takes 5 days to review the application. The next 5 days is for notification of errors.
Submission To Mineral Titles Department (MTD)
10 days after registration, the district office shall submit the application to MTD.
MTD review the application in 10 days and records it in the priority register 
MTD Publishes In The Gazette
15 days after recording, MTD publishes in the gazette, notify chiefs, traditional authorities etc. through the Commission's District Offices. 
Application Dossier
Within
ten (10) days after publication, District Office shall submit application dossier to MTD for appropriate recommendation to Minister
Minister Takes Decision
Once you have completed these steps you are ready to start your business.
You need to renew your license every three (3) years.
Approval / Rejected
21 days notification to applicant and Fees payable if approved.
Reasons are given if rejected. 
Applicable Fees
Within 60 days, applicant pays applicable fees and gives notice of acceptance of the grant to Minister and Commission in writing. 
License
Minister on proof of payment of applicable fees, issues licence to applicant within 30 days after the date of acceptance of the grant....
