4. The following conditions shall apply to other premises approved by the Assembly:
Licensing for Cleaning and Packing
(I) No premises shall be used for fish cleaning and packing unless such premises have been licensed by the Assembly, which license shall always be kept on the premises and produced on demand by the Metropolitan Director of Health Services or any officer authorized by him/her.
