Minerals and Mining (Licensing) Regulations 2012 (LI 2176)

Regulation 210
(1)  Within  twenty-one  days after the Minister has approved the recommendation to grant the licence  to the applicant,  the Commission shall,  on behalf  of the Minister and  through  the District  Office of the Commission  give notice to the applicant of the grant and the fees payable in respect of the grant, as set out in Form Sixty-Nine of the First Schedule.
(2)  The applicant shall within sixty days after the date of the notice in subregulation (1), pay the applicable fees and give notice to the Minister and the Commission  in writing  of the acceptance  of the grant.
(3)  The Minister  shall  issue the licence  to the  applicant  within thirty  days  after  the date of acceptance  and payment  of the applicable fees.
(4)  The grant of the licence shall be by an agreement in triplicate between the Minister and the applicant,  and signed by both parties.

Procedure to Follow


Submit Your Application
Once you have filled and gathered all the required documents you will have to submit it at the district office.
It takes 5 days to review the application. The next 5 days is for notification of errors.
Submission To Mineral Titles Department (MTD)
10 days after registration, the district office shall submit the application to MTD.
MTD review the application in 10 days and records it in the priority register 
MTD Publishes In The Gazette
15 days after recording, MTD publishes in the gazette, notify chiefs, traditional authorities etc. through the Commission's District Offices. 
Application Dossier
Within
ten (10) days after publication, District Office shall submit application dossier to MTD for appropriate recommendation to Minister
Minister Takes Decision
Once you have completed these steps you are ready to start your business.
You need to renew your license every three (3) years.
Approval / Rejected
21 days notification to applicant and Fees payable if approved.
Reasons are given if rejected. 
Applicable Fees
Within 60 days, applicant pays applicable fees and gives notice of acceptance of the grant to Minister and Commission in writing. 
License
Minister on proof of payment of applicable fees, issues licence to applicant within 30 days after the date of acceptance of the grant....
