Regulation 400
The manager of a mine shall ensure that,
(a) where a winding engine used for drum winding operations in the mine is provided with two drums, a shaft coveyance connected to the engine is not used to raise or lower a person if one of the drum is out of gear and loose on the drum shafting on which is out of gear and loose on the drum shafting on which it operates except in a case of emergency; and
(b) where one of the drums of a double drum winding engine in the mine is out of gear, that drum is prevented from revolving.
