Para 3 The Licensing Officer shall make such enquires into the applicant's character and circumstances as he may think fit and may refuse to grant such license if he is satisfied:
a. That the applicant has been convicted of any indictable offence or any offence involving dishonesty; or of fitness laid down by the Examination Officer
