AERONAUTICAL TELECOMMUNICATION COMMUNICATION PROCEDURES INCLUDING THOSE WITH PANS STATUS

Introduction
Subparts 2 and 3 cover two general categories of voice and data
communications that serve international civil aviation. They are the groundground
communication between points on the ground and the air-ground
communication between aircraft and points on the ground. The air-ground
communication provides aircraft with all necessary information to conduct
flights in safety, using both voice and data. An important element of the
ground-ground communication is the Aeronautical Fixed Telecommunications
Network (AFTN), a worldwide network organized to meet the specific
requirements of international civil aviation. Within the AFTN category, all
significant ground points, which include airports, air traffic control centres,
meteorological offices and the like, are joined by appropriate links designed to
serve aircraft throughout all phases of flight. Messages originated at any point
on the network are routed as a matter of routine to all points required for the
safe conduct of flight.
In Subpart 2 of this Part, general, administrative and operational procedures
pertaining to aeronautical fixed and mobile communications are presented.
Where appropriate, specific ITU Radio Regulations have been paraphrased in this
document. Users of these Procedures should note that the Radio Regulations
Annex of the International Telecommunications Convention is all- embracing in
character and, therefore, should be applied in all pertinent cases.
All references to “Radio Regulations†are to the Radio Regulations published by
the International Telecommunication Union.
This Subpart 2 – Communication Procedures are to be used in conjunction with
the Abbreviations and Codes of ICAO Doc 8400 and with such other codes and
abbreviations as may be approved by ICAO for use in communications.
