Minerals and Mining (Licensing) Regulations 2012 (LI 2176)

Regulation 88

On the expiration  of the term of a reconnaissance  licence,
(a) the Commission  shall, on behalf of the Minister give notice to the holder of the expiration,  as set out in Form Twenty­Four of the First Schedule;
(b) the rights of the holder shall cease but without prejudice to the liabilities  or obligations  incurred  by the holder  or the holder's  representative  in relation to the licence prior to the date  of the expiration;
(c)  the  former  holder  shall  deliver, both  in hard  copy  and  in electronic format,  to the  Commission within  twenty-one days,
(i)  the records and samples which the holder is obliged to maintain  under the Act or these Regulations;
(ii)  plans and maps of the area which is subject matter of the  licence  prepared by the  holder  or on  the holder's  instructions;
(iii) any other documents  relating to the licence; and
(d) the Commission  shall record the details of the expiration  in the General Register and delete the polygon corresponding to the licence from the cadastral  map.

Procedure to Follow


Submit Your Application
Once you have filled and gathered all the required documents you will have to submit it at the district office.
It takes 5 days to review the application. The next 5 days is for notification of errors.
Submission To Mineral Titles Department (MTD)
10 days after registration, the district office shall submit the application to MTD.
MTD review the application in 10 days and records it in the priority register 
MTD Publishes In The Gazette
15 days after recording, MTD publishes in the gazette, notify chiefs, traditional authorities etc. through the Commission's District Offices. 
Application Dossier
Within
ten (10) days after publication, District Office shall submit application dossier to MTD for appropriate recommendation to Minister
Minister Takes Decision
Once you have completed these steps you are ready to start your business.
You need to renew your license every three (3) years.
Approval / Rejected
21 days notification to applicant and Fees payable if approved.
Reasons are given if rejected. 
Applicable Fees
Within 60 days, applicant pays applicable fees and gives notice of acceptance of the grant to Minister and Commission in writing. 
License
Minister on proof of payment of applicable fees, issues licence to applicant within 30 days after the date of acceptance of the grant....
