Minerals and Mining (Licensing) Regulations 2012 (LI 2176)

Regulation 190

(1)  Where  an  applicant   provides  the  information   required  in regulation  189(2), the Mineral Titles Department  of the Commission  shall record  in the  General  Register,  the  details  of the  application  including the date, hour  and minute  the application  was submitted.
(2) Where  an application  is recorded in the General Register, the Commission shall  transfer  the  information  submitted by  the applicant  onto an Application  Certificate, as set out in Form Two of the First Schedule.
(3) The Application Certificate  shall be signed by the applicant and the Director  of the Commission  responsible  for Mineral  Titles and issued to the applicant.
(4)  Where the holder applies for  an extension  in respect  of a reduction  in the  original  polygon, the Commission shall  plot  a provisional polygon corresponding  to the reduced  area on the cadastral  map, and the application  shall be considered  as a pending  application  until  a final decision  is made  to grant or reject the application.

Procedure to Follow


Submit Your Application
Once you have filled and gathered all the required documents you will have to submit it at the district office.
It takes 5 days to review the application. The next 5 days is for notification of errors.
Submission To Mineral Titles Department (MTD)
10 days after registration, the district office shall submit the application to MTD.
MTD review the application in 10 days and records it in the priority register 
MTD Publishes In The Gazette
15 days after recording, MTD publishes in the gazette, notify chiefs, traditional authorities etc. through the Commission's District Offices. 
Application Dossier
Within
ten (10) days after publication, District Office shall submit application dossier to MTD for appropriate recommendation to Minister
Minister Takes Decision
Once you have completed these steps you are ready to start your business.
You need to renew your license every three (3) years.
Approval / Rejected
21 days notification to applicant and Fees payable if approved.
Reasons are given if rejected. 
Applicable Fees
Within 60 days, applicant pays applicable fees and gives notice of acceptance of the grant to Minister and Commission in writing. 
License
Minister on proof of payment of applicable fees, issues licence to applicant within 30 days after the date of acceptance of the grant....
