Regulation 449—A person shall not be in charge of a power winch or hoist used solely for the raising or lowering of rock or materials in a shaft or winze in a mine unless that person has satisfied the engineering manager or the representative of the engineering manager that that person is qualified and suitable to be a winch driver.
