Period of Consultations: Wed October 15, 2025 to Fri November 28, 2025An Act to establish the Digital Economy and Innovation Development Fund to provide financial and technical support for digital infrastructure, innovation, skills development, entrepreneurship, and inclusive access to digital services; to ensure sustainable, transparent, and accountable use of resources; and to provide for related matters.
The Ministry of Communication, Digital Technology and Innovations (MoCDTI) is spearheading a comprehensive legal framework revision of existing legislations of Agencies under the Ministry and the development of other laws to regulate certain aspects of the digital ecosystem, considering the evolving nature of technology.
This initiative aims to modernize Ghana's digital governance architecture. It also seeks to establish a coherent, modern, and comprehensive legal framework that effectively governs all agencies under the Ministry of Communication, Digital Technology and Innovations, ensuring regulatory clarity, operational efficiency, and alignment with international best practices.
